Bupati Tasikmalaya Uu Ruzhanul Ulum baru saja melantik 109 PNS di aula Pendopo Lama, Kamis (29/12). Namun ia langsung mengutarakan niat untuk memotong tunjangan semua PNS, termasuk yang baru dilantik.

Uu meminta supaya PNS di lingkungan Pemkab Tasik rela saat tambahan penghasilan pegawai (TPP) mengalami pemotongan hingga sebesar 50 persen. Kata dia, dana TPP terbilang besar yaitu sebesar Rp 60 miliar per tahun. Sehingga dengan pemotongan setengahnya yaitu Rp 30 miliar bisa menjadi dana segar pembangunan. Ia berdalih pemotongan mesti dilakukan guna menopang anggaran renovasi Masjid Agung Kabupaten Tasik di Singaparna.

"Saya minta dengan keikhlasan TPP dipotong 50 persen dari seluruh PNS untuk pembangunan Masjid Agung. Dari jumlah TPP Rp 60 miliar per tahun akan terkumpul Rp 30 miliar bagi pembangunan Masjid," katanya.

Ia menjelaskan setidaknya dibutuhkan dana Rp 50 miliar bagi pembangunan Masjid Agung beserta gedung Islamic Center. Hingga saat ini dana sudah terkumpul Rp 20 miliar, maka sisa defisitnya hendak diambil dari TPP.

"Kebutuhannya Rp 50 miliar dengan islamic center sudah ada Rp 20 miliar, berarti kurang Rp 30 miliar. Danannya sudah tidak ada, saya akan minta dengan maksa karena demi kebaikan," ujarnya. 

Diketahui, alokasi belanja tidak langsung di RAPBD Kab. Tasikmalaya 2016 dihabiskan bagi kebutuhan PNS. Bahkan nilainya membengkak sampai sekitar 80 persen. Padahal untuk belanja langsung, atau yang ada kaitannya dengan program-program yang  bersentuhan dengan masyarakat seperti kesehatan dan pendidikan alokasi belanjanya hanya sekitar 20 persen.

Prosentase itu diperoleh lewat proyeksi pendapatan dalam APBD 2016 sebesar Rp 2,05 triliun. Adapun anggaran belanja di APBD 2016 diproyeksikan sebesar Rp 2,1 triliun. Dari jumlah anggaran belanja tersebut, alokasi belanja tidak langsung sebesar Rp 1,7 triliun atau mencapai sekitar 80 persen dari total belanja. Angka itu didominasi oleh pengeluaran untuk PNS. Sedangkan untuk belanja langsung yang ada kaitannya langsung kebutuhan masyarakat hanya dialokasikan Rp 433 miliar atau sekitar 20 persen dari total belanja.
